మీడియాకు ఉన్నది.... సామాజిక బాధ్యతా? డబ్బు పిచ్చా?

1940 ప్రాంతం లో Robert Maynard Hutchins అనే ఆయన వల్ల ప్రచారం పొందిన 'మీడియా సామాజిక బాధ్యత సిద్ధాంతం" ఎంతో  ముఖ్యమైనది. మీడియా పనితీరుకు ఇది గీటు రాయిగా ఉన్నది. ప్రెస్ బాధ్యత "Objective Reporting" మాత్రమే కాదని, "Interpretive Reporting" కూడా దాని బాధ్యత అని ఈ సిద్ధాంతం చెబుతుంది. అయితే...మీడియా సామాజిక బాధ్యత పేరు మీద కొన్ని పనులు చేస్తున్నది కానీ...ఈ సవాలక్ష ఛానెల్స్ పుట్టుకొచ్చాక జనాలకు మీడియా మీద విరక్తి పెరుగుతున్నది. ఛీ...దరిద్రపు మీడియా...అని అనని వాళ్ళు కనిపించడం లేదు ఈ మధ్య కాలంలో. 

మీడియా వ్యవహారాలు సునిశితంగా గమనించి స్పందించే సీరియస్ బ్లాగర్ శివ గారు (సాహిత్యాభిమాని) ఈ అంశం మీద ఒక వ్యాఖ్య పంపారు. దాన్ని మీ కోసం ఇక్కడ ఇస్తున్నాను. దీని మీద మీరు స్పందించవచ్చు...రాము

ఎవరికున్నది సామాజిక బాధ్యత? మీడియాకా??!! ఊరికే చెప్పుకోవటానికే. "సామాజిక బాధ్యత" అన్న మాట గంభీరంగా ఉంటుందని వాడటమే. మనకు లెప్టిస్టులు అలవాటుచేసిన కొన్ని పడికట్టు మాటలలో ఇదొక ముఖ్యమైనది.

సామాజిక బాధ్యత ఉంటే బ్లూ ఫిల్ములను తలదన్నే కార్యక్రమాలను రాత్రి పొద్దుపోయాక చూపిస్తారా, చిన్న చిన్న పిల్లల్తో రియాలిటీ షోల పేరిట జుగుప్సాకరమైన పాటలను పాడించి ఆడిస్తారా! అంతకంటే ప్రమాదం డబ్బులు తీసుకుని ఆయా పార్టీల తరఫున వార్తల పేరుతో ప్రచారం చేస్తారా (అదే పైడ్ న్యూస్ ట!), పార్టీ కరపత్రాలుగా పంచాల్సిన కాయితాలను, వార్తా పత్రికలుగా చలామణీ చేస్తారా? పార్టీ అఫీసుకు మైకు తగిలించి చేసుకోవాల్సిన ప్రచారాన్ని చానెల్ రూపాన మీడియా పేరుతో చేస్తారా? పైగా వీటిల్లో ప్రకటనలు వేసి మనం కొనే వస్తువుల ధరలను పెంచటంలో వాళ్ళ పాల్గొంటారా? 

డబ్బులు సంపాయించుకోవటానికి ఏవో కొన్ని మాటలు మాట్లాడటమే తప్ప వాటిల్లో నిజాయితీ అనేది లేదు. సమాజానికి ప్రస్తుత మైన్ లైన్ మీడియా చెయ్యగలిగేది ఏమీ లేదు పైగా చెత్త వ్యాపార ప్రకటనల ద్వారా డబ్బు సంపాయిస్తూ సమాజ పతనానికి దృఢమైన సోపానలను చాలా విశృంఖలంగా (గొప్ప సేవ చేస్తున్నమన్న భావన వ్యక్తపరుస్తూ), వేస్తున్నారు.

ఒక్క విషయం వినియోగదారులం మనం అలోచించాలి. మనం ఎన్ని వస్తువులు వీళ్ళు చూపించే లేకి, నేలబారు వ్యాపార ప్రకటనలు చూసి కొంటున్నాం. ఉన్న వాటిలో ఏది కొన్న పరవాలేని, షాంపూలు, పేస్టులు, పానీయపు పొళ్ళు (వివా లాంటివి), షేవింగు బ్లేడ్లు, షేవింగు క్రీములు, సెల్ ఫోన్ మొదలైన ఉత్పాదనలకే ఎక్కువ వ్యాపార ప్రకటనలు. వాళ్ళ వస్తువులు అమ్ముకోవటానికి వాళ్ళు వ్యాపార ప్రకటనల ఖర్చును, తమ లాభం లోంచి ఖర్చు పెడుతున్నారా ఈ వ్యాపారులు? లేదు. 


మనం చూసే ధారావాహిక, క్రికెట్/టెన్నిస్/ఫుట్బాల్ ఆటల ప్రత్యక్ష ప్రసారం అన్నిటిలోనూ ఈ వ్యాపార ప్రకటన ఖర్చు మన నెత్తినే పడుతున్నది. ఏ ఒక్క ప్రొడక్టు పాక్ మీదనన్నా, ఈ వస్తువు అమ్మకపు ధరలో, ప్రకటనల ఖర్చు ఇంత శాతం, తయారీదారు లాభం ఇంత, మధ్య వ్యాపారి లాభం ఇంత, చివరకు మీరు చెల్లించాల్సిన ధర ఇంత అని వేస్తున్నారా. లేనేలేదు చేతికొచ్చిన ఎం ఆర్ పి వెయ్యనూ, ఏదో తగ్గించినట్టుగా అందులో ఒక అర్ధో, పావలానో తగ్గించి మనకేదో మేలుచేస్తున్నట్టుగా ఫోజుకొడుతూ మన్ని మోసం చెయ్యటం. ఇదంతా ప్రస్తుతం "సామాజిక బాధ్యత" కింద చలామణి అవుతున్నది.

ప్రస్తుతం మన సమాజాన్ని పట్టి పీడిస్తున్నది "వ్యాపార ప్రకటనా కాలుష్యం" మీడియాలో ప్రస్తుతపు వెర్రి ధోరణులన్నిటికీ మూలం ఈ వ్యాపార ప్రకటనదార్లు అమలు పరిచే వక్రపు వ్యాపార పధ్ధతులే. వ్యాపార ప్రకటనలు ఒక కాలుష్యం కింద పరిగణించి, ప్రజలు, ప్రభుత్వం, వాటిని నియంత్రించటానికి తగిన చర్యలు చేపట్టకపోతే, మీడియా తీరు రోజు రోజుకీ మరింత దిగజారిపోవటం ఖాయం.

the sollution you have provided to counter the problems will be (and is) the biggest problem of all - Govt. regulation.

How does new products get launched if there are no advts. they r not forcing u to buy.....u hav the option of buying the lowest priced product thats available....ppl are concerned abt advt. cost included in the product....tht advt. cost is food for lacs of ppl living in that industry & for media industry....but ppl are not worried abt the cost included by govt. in each & every product(read taxes) and tht money is being wasted by them for useless & good for nothing schemes...

we should be worried abt these taxes rather than advt. cost

శివగారి అభిప్రాయాలు అక్షరాలా నిజం. మీడియాలో ప్రకటనల ఖర్చు ఎంత ఎక్కువగా ఉంటుందో సామాన్యులకు తెలీదు. ఏదైనా ఒకటి రెండు ఉదాహరణలు తీసుకొని, ఒక వస్తువు ఉత్పత్తి కన్నా దాని ప్రచారం ఖర్చే ఎక్కువగా ఉంటున్న వైనాన్ని ప్రచారం చేస్తే నిదానంగా ప్రజలలో మార్పు రావచ్చు. ఈ ఆలోచన నచ్చినవారు ఆచరణ ఎక్కడ నుంచి ప్రారంభిద్దామో చెప్పండి. ఇది తలో చెయ్యీ వేసి చెయ్యాల్సిన పని.

నిరాశకు పరాకాశ్తగా శివగారు రాసిన వన్ని నిజాలు కాదని ఎవరనగలరు ? ఇవేమైనా ఇప్పుడిప్పుడే మొదలైనాయా ? మీడియా ప్రస్తుతం వారణాసి గంగానదిలా మారిన సంగతి తెలియని వారికయితె వివరించి చెప్పొచ్హు ...గొంగటిలొ అన్నం తింటూ వెంట్రుకలు అడ్డం పడుతున్నాయనడం తెలియనివారికి అంటె మీడియాకు సంబంధించని వారికి కాస్త ఆశ్చర్యం కలిగిస్తుంధెమొ... ఐనా అప్పుడప్పుడు ష్మశానవైరాగ్యం ఎంతటి వారికైనా తప్పదేమొ...

Shiva garu has excellently analysed the so called social responsibility of the media.Infact the media is playing the role of financial responsibility and money makes many things in the media whether it is for good or bad.
It is true that to sustain any organisation and maintain it money is the vital factor and one has to explore the resources for finances.But the way our media is exploring through exploitation,blackmail,threats etc of unethical ways show how our media has gone down worst than the corruption of politicians who are the victims of media criticism for corruption.No body got any ill feelings towards media or media personnel as long as they behave properly earning their livelihood and getting reasonable profits for the organisation.But the greed of profits has reached so high that medioa chiefs are demanding crores from the peole whom they want to expose.
I feel it is better if Shiva garu sens the copy this mail to the CEOs of media houses atleast to make them to think for a few seconds in ac day of hectic media activity.

Shiva garu I strongly endorse your comments you defined the problem in media at same time why don't you write something on what could be done for better ,which lead to a change in realistic terms

ఆమర్ గారూ. వ్యాపార ప్రకటనలను నియంత్రిస్తే మీడియా స్వేచ్చ పోతుందా? నాకైతే తెలియదు. నా ఉద్దేశ్యంలో వ్యాపార ప్రకటనలు నియంత్రిస్తే, మీడియా స్వాతంత్ర్యం పెరిగి వాళ్ళు నిస్పక్షపాతంగా వ్రాయగలుగుతారు, చూపగలుగుతారు. ప్రభుత్వానికి ఇష్టంలేని పత్రిక మీద ప్రయోగించే మొట్టమొదటి అస్త్రం ఏమిటి,? ఆ పత్రికకు, ప్రభుత్వ ప్రకటనలు ఇవ్వటం మానెయ్యటం. అంటే ఏమిటి? నా మాట వినకపోతే, నీకు డబ్బులు వచ్చే ప్రకటనలు నా దగ్గర ఉన్నాయి అవి ఇవ్వము అని బెదిరింపు. ఇలాగే పెద్ద పెద్ద సంస్థలు వాళ్ళ వాళ్ళకు ఉన్న ఎజెండాలను అమలు పరుచుకోవటానికి (రాజకీయ అజెండా కూడ కలిపి) ఈ వ్యాపార ప్రకటనలను ఒక అయుధంగా వాడుకుంటున్నాయన్న మాట యదార్ధం కాదా!

నేనేమీ వ్యాపార ప్రకటనలు పూర్తిగా నిషేధించమని చెప్పలేదే, నియంత్రించమన్నాను. నియంత్రణలో ఉన్న వ్యాపార ప్రకటనలు కొత్త ఉత్పాదనల విడుదలకు ఏవిధంగా అడ్డంకిగా ఉంటాయి? అడ్డూ అదుపూ లేకుండా ప్రలోభ పెడుతూ, సగం నిజాలను గుప్పిస్తూ, ప్రజలను మోసంచేసే ప్రకటనలను నియంత్రించాలి. ఎక్కడపడితే అక్కడే, తప్పించుకోవటానికి వీలు లేకుండా, చివరకు రోడ్ డివైడర్ల మీద కూడ ప్రకటనలేనా? పైగా వాటిమీద వందలు బతుకుతున్నారుట. ఇదొక విచిత్ర వాదన. మనం ఉన్నది శ్రమ విభజన గల సమాజం (Refined division of labour). ఇందులో కొంతమంది పంట పండిస్తారు, కొంతమంది వస్తువులు తయారు చేస్తారు, మరి కొందరు వీరిద్దరికీ కావల్సిన సేవలు అంటే రవాణా, పాకింగు,పిల్లలకు చదువు, సమాచారాన్ని అందించటం మొదలుగా గలవి చేస్తారు. ఈ మొత్తం పనులు చేసేవారి మానసిక ఉల్లాసానికి వినోదం కావాలి. అదికూడ ఒక సేవే. మిగిలిన ఉత్పాదక పనులన్నీ మానేసి అందరం వినోదం మీదే బతుకుదామంటే ఎలా నడుస్తుంది. ఒక అఫీసులో ఆవాలు లెక్కపెట్టి ఆనక కింద పారబోసి అవన్ని ఎత్తించి, మళ్ళి లెక్కపెట్టి అన్ని పోయినాయో బేరీజు వేస్తూ ఒక వెయ్యి మంది బతుకుతూ ఉన్నరనుకుందాం. వాళ్ళు పనిచేసే జీతాలు సంపాయిస్తున్నారు. కాని, ఆ పని వల్ల సమాజంలో ఇతర ఉత్పాదక వ్యాపారం చేసేవారికి ఉపయోగం ఉండదు. ఏ సమాజంలో ఎక్కువమంది ఉత్పాదక సంబంధిత పనులలో ఉంటే ఆ సమాజం అభివృధ్ధి చెందుతుంది.

ఇక ప్రభుత్వాలు మనదగ్గర పన్నులు వసూలు చేసి మన ఖర్చులు పెంచటంలేదా అన్న వాదనలో పటిమ లేదు. ఒకరు చేస్తున్న చెడ్డపని, మరొకరు చెడ్డ పని చేయటానికి దారీ కాదు, సమర్ధనా కాదు. ప్రభుత్వాలు వేస్తున్న పన్నులు, వాళ్ళ పరిపాలనా తీరు నచ్చకపోతే ఎన్నికలలో మనకు నచ్చిన వాళ్ళను ఎన్నుకునే స్వాతంత్ర్యం మనకు ఉన్నది. ఆ స్వాతంత్ర్యం ఎంతమంది వాడుకుంటున్నారు. పట్టణాలలో కార్యాలయాలకు శలవు ఇచ్చినా కూడ వోటింగు 40 నుండి 50 శాతమా!

నేను చెప్పేది ఒక్కటే, మనల్ని తోచుకో నివ్వకుండా కళ్ళను, చెవులను, మస్తిష్కాన్ని ఇరవైనాలుగు గంటలూ పీక్కు తింటూ ఇది కొనండి, అది కొనండి, ఇది వినండి, ఇది చూడండి వేధించటాన్ని ఏమనాలి, "కాలుష్యం" కాక. వ్యాపార ప్రకటనలు దృశ్య, శ్రవణ, మానసిక కాలుష్యాలుగా మారిపోయినాయి. వినియోగదారునికి ఉత్పత్తి చేయబడిన వస్తువుల గురించి వివరాలు అందించే ఒక చిన్న సేవ, ఈనాడు భూతంలాగ అయిపోయింది. ఈ వ్యాపార ప్రకటన ఏజెన్సీలు, మీడియాని కూడ ముగ్గులోకి లాగి, పూర్తిగా సమాజాన్ని వాళ్ళు చెప్పినట్టుగా అడేట్టుగా చెయ్యటానికి ఎప్పటికప్పుడు పథకాలు పన్నుతున్నారు. దానిని నియంత్రించాలి. అలాంటి నియంత్రణలేని రోజు మనం ఏమి చేస్తున్నామో, ఎందుకు చేస్తున్నామో, ఏమి కొంటున్నామో తెలియకుండా డబ్బులు వృధా చేసుకుంటాము.

మీడియా వాళ్ళకి టి ఆర్ పి రేటింగుల వెంపర్లాట దేనికి? అ రేటింగు ఎవరికి ఎక్కువ ఉంటే వాళ్ళకి అంత ఎక్కువగా వ్యాపార ప్రకటనలు వస్తాయి. అందుకనే, ప్రస్తుతపు మీడియా వెర్రి పోకడలన్నిటికీ కారణం ముమ్మటికీ వ్యాపార ప్రకటనలే. అందులే సందేహం లేదు.

ఈ వ్యాపార ప్రకటనలను కనీసం టి వి చానేళ్ళల్లో నియంత్రించటానికి కొన్ని సూచనలు గతంలో నా బ్లాగులో వ్రాశాను. ఈ కింది లింకు నొక్కి చదవగలరు.

వినియోగదారులుగా మనం చెయ్యాల్సినది, ఏ ఉత్పాదన తక్కువ వ్యాపార ప్రకటనలు చేస్తున్నదో గమనించి అలాంటివే కొనటమే కాక, ఆమాట నలుగురికీ చెప్పాలి. ఈ ఉత్పత్తిదారులూ, ఏడ్ ఏజెన్సీలు, ప్రజలను గినీ పిగ్స్ కింద భావించి, తమ తమ వ్యాపార ప్రకటనల్తో మన మీద ప్రయోగాలు చేస్తూ, మన జేబులకు చిల్లు కొడుతున్నాయి. చెత్తగా కనపడుతున్న వ్యాపార ప్రకటన చూడాగానే సంబంధిత శాఖకు ఫిర్యాదు చెయ్యాలి. ఒక పదేళ్ళ క్రితం అనుకుంటాను, ఒక ఏడ్ చూపించేవాళ్ళు, ఓకమ్మాయి రైల్లో కిటికీ పక్కనే కూచుని ఉంటుంది. ఒక కుర్రాడు ఒక "బ్రాండు" స్కూటర్ మీద పక్కనే ఉన్న రోడ్ మీద పొతూ ఆ అమ్మాయికి లైను వేస్తుంటాడు. ఆ అమ్మాయి ఆ స్కూటర్ని చూసి, వాణ్ణి మోహించి రైల్లోంచి దిగి వాణ్ణి కలుసుకోవటానికి గెంతుకుంటూ పోతుంది. కాని ఇక్కడే తిరకాసు పెట్టారు అతి తెలివి ఏజెన్సీ వాళ్ళు. ఆ అమ్మాయి పోతున్న రైలుని గొలుసులాగి మరీ ఆపి , ఆ అబ్బాయిదగ్గరకు వెడుతుంది. దీన్ని చూసి వెంటనే నేను ఒక ఉత్తరం రైల్వే మంత్రికి వ్రాశాను. ఈ ఏడ్ రైళ్ళల్లో గొలుసు లాగటం నేరం కాదు అన్న భావనను ప్రచారం చేస్తున్నది అని ఫిర్యాదు చేశాను. ఆ స్కూటర్ ఏడ్ కనుమరుగయ్యింది. నాలాగే అనేక మంది వ్రాసి ఉంటారు.

వినియోగదార్లమైన మనలో అలోచించే శక్తి పెరగాలి. వీడు ఈ వస్తువుని ఇంతగా కొనమని ఎందుకు వెంపర్లాడుతున్నాడు. వస్తువు అంత మంచిది ఐతే ఇంత చెప్పుకోవటం దేనికి అని ప్రశ్నించి, బేరీజు వేసుకుని కొనాలి. ఏడ్ చూసి కొంటే మోసమే.

AP Govt have given a clarification to teaches federation that 'Any degree from other than the state of AP is legally Invalid' . i got hold of that copy and there was no other way than to join in Chennai.

there is no proper internet facility here,and i miss your blog....everyday.

Did 'Fidel Rafique Snehit'(hope the spelling is right this time) participate in any new competitions?

dear raja.
Hearty congratulations. Fidel has become state champion in a state level competition held at Vijayawada last week. He played very well but I didn't make it a post as I felt that I shouldn't blow my own trumpet any more.

i never said govt. intervention leads to curbing media freedom (though it does) wat i sai was govt. intervention is bad to society as a whole.......

lets say govt. regulates advts. on wat basis do they regulate....doesnt regulation open new doors for corruption.....a big MNC who can bribe or companies with high level contacts will use these regulations to their advantage.......

& regarding various occupations.....do u suggest govt. to regulate how many ppl should work in each sector....the market forces of supply demand will decide how many ppl r required in each sector.......if there is more demand for a sector naturally there will be more ppl working in tht industry......

if u feel certain company is spending lot on advt. & including it in the product cost....u can avoid buying those products and u can buy cheaper products which r available.......but taxation is which u cant avoid......even if i feel a particular tax as waste i will be forced to pay it becos sadly majoritism rules here......

My final point is Government intervention & regulation is more dangerous & will be counter productive.....

@శీను "...నిరాశకు పరాకాశ్తగా ....." ఎవరిది నిరాశ శీను గారూ. మీకు నేను వ్రాసిన వ్యాఖ్య నచ్చకపోతే విషయం మీద వాదించండి. అంతేకాని వ్యాఖ్యలను లేనిపోని అనవసరపు బ్రాండింగు చెయ్యకండి. పధ్ధతి కాదు.

@జె పి గారూ. మీ ప్రతిస్పందనకు ధన్యవాదాలు . కాని మీడియా హౌసులు వాటి C E O లు పరిగెత్తే పందెపు గుర్రాల వంటివి/వారు, ఆ పరుగులో వాళ్ళకు సలహాలు వినపడవు. చెప్పి లాభం లేదు. రామూగారు, మీడియాలో పెద్ద తలకాయలు అన్ని ఆయన బ్లాగు చదువుతున్నారని చెప్పారుకదా. వాళ్ళ చేత చదవబడే అదృష్టం ఈ నాలుగు మాటలకు పట్టి వాళ్ళు ఈ విషయాలను సవ్యంగా తీసుకుని స్పందిస్తే ఇంకా కావలిసిన ఏమున్నది!

@రెడ్డిగారూ. మీ సలహా బాగున్నది. కాని ఎక్కడ వ్రాయమంటారు. ఇప్పుడు నేను వ్యాపార ప్రకటనలు వాటి దుష్ఫలితాలు అన్నీ కూడ ఒక సమగ్రమైన వ్యాసంగా వ్రాస్తే వేసుకునే పత్రిక గాని, ఒక ఫీచర్ చెయ్యగల టివి చానెల్ ఉన్నదా? ఏదో మనకు టెక్నాలజీ పుణ్యామా అని ఇలా బ్లాగుల్లో (రామూగారి కర్టెసి) వ్రాసుకోవటానికి అవకాశం వచ్చిందిగాని, లేకపోతే అరణ్య రోదనమేగా. మీడియాని విమర్శిస్తూ (సద్విమర్శ) వ్రాస్తే ఏవరు వేసుకుంటారు. మరే విభాగమన్నా తప్పుచేస్తే మనం మీడిదియాకు చెప్పి ఆ తప్పును ఎత్తి చూపించవచ్చు. కాని మీడియానే తప్పు దారిన పోతూ ఉంటే ఎవరికి చెప్పుకోవాలి? అదే సమస్య మనకు

శివ గారి వ్యాఖ్యల్లో అర్ధం ఉంది. సమాజ హితాన్ని కోరేవారెవరైనా... నిరాశకు పరాకాష్టగా... లాంటి విపరీత వ్యాఖ్యలు చేయకుండా వారి సామాజిక స్ప్రుహను, విషయాన్ని అర్ధవంతంగా విశ్లేసించగల సామర్ధ్యాన్ని హర్షించాలని నా అభిప్రాయం. గుంపులో గోవిందయ్యలాగా జరిగేది జరుగుతుందిలే మనకేంటి అనుకోవడంలో వింతేమీ లేదు. కానీ, ఆ జరిగే తతంగంలో అతి ఉండకూడదని కోరుకోవడంలో తప్పులేదు. శివ గారితో సహా ఇక్కడ ఎవరూ అసలు యాడ్స్ అనేవే వుండకూడదనలేదే? మరీ అతిషయోక్తిగా, అసంబద్దంగా ఉండకూడదనేదే విఘ్నులు ఎవరైనా చెప్పేది. ఇక్కడ అతిషయోక్తి అనగానే... ఎం.బి.ఏ లు గట్రా చేసిన యాడ్స్ స్పెషలిస్ట్ ల సృజనాత్మకతను చంపుకోవాలా? లాంటి ప్రశ్నలు టక్కున వేయవచ్చు కొందరు మిత్రులు. సృజనాత్మకత అంటే ఎంత తక్కువ ఖర్చుతో, పెద్ద పెద్ద స్టార్లు అవసరం లేకుండా(నువ్విచ్చే కాన్సెప్టే స్టార్ అవ్వాలి) యాడ్ తీయగలగడం. తద్వారా కంపనీకి యాడ్ ఖర్చులు ఆదా చెయ్యడమేకాదు, ఇండైరక్ట్ గా వినియోగదారుడి జేబు పైన కూడా కరుణ చూపినట్లవుతుంది. జిల్లెట్ షేవింగ్ మిషన్ తో మగాడు గడ్డం చేసుకొనే యాడ్ లో అర్ధనగ్నంగా కనిపించడం ఏం సృజనాత్మకత? వివెల్ సోప్ కు త్రిష, లక్స్ కు ఐశ్వర్య - నిజంగా వారిళ్ళలో ఈ సబ్బులుంటాయా? ఆరోగ్యాన్ని ఎంతో జాగ్రత్తగా కాపాడుకొనే హీరోలతో పీపాలకు పీపాలు థమ్సప్ లు, కోలాలు తాగుతున్నట్లు చూపించడం. ఇలాంటి పైత్యం ఇవ్వాళ రేపు ప్రతి యాడ్ లోనూ కనిపిస్తూనే వుంది. పైగా, ఇప్పుడొక కొత్త ఫ్యషన్ - ఎంత గజిబిజిగా, అర్ధం అయ్యీ అవనట్లుగా యాడ్ తయారు చేస్తే అంత గొప్ప, నాలుగు రోజులకొక యాడ్ మార్చి ఊదరగొట్టుడు. ఏం, ఒకే స్టైల్ లో కొన్ని దశాబ్దాల పాటు ఇచ్చిన 'నిర్మా' యాడ్ జనాలను ఆకర్షించలేదా?
ఇక దేని మీదా ప్రభుత్వ నియంత్రణ అవసరం లేదు అనేవారికొక ప్రశ్న. మధ్య పాణం, ధూమపాణం వంటి ప్రకటణలలో చిన్న పిల్లలను చూపవద్దనే ప్రభుత్వ నియంత్రణ లేకపోతే మన ఘనులు ఖచ్చితంగా మన హీరోల్లో ఎవడో ఒకడు చిన్నప్పటినుండే సిగరెట్ తాగేవాడనీ, పొగ రింగులు రింగులుగా ఒదిలే వాడనీ (మాంచి సృజనాత్మకతతో?) యాడ్ ఇప్పటికే తీసి యుండేవారు కాదంటారా? ఎవరెటుపోయినా వారికి కావలసింది మార్కెటింగే కదా? ఆ యాడ్ చూసి మన పిల్లవాడే సిగరెట్ తాగుతూ కనిపిస్తే... ఇప్పుడు ఫ్రీ మార్కెట్, నో గవ్ట్ కంట్రోల్స్ అంటున్న వాళ్ళమే లబో దిబో అంటాం. అందుకే అంటారు, మనదాకా వస్తేగానీ వేడి తెలియదని.
సమాజం, కల్చర్, ఫ్యాషన్... ఇవన్నీ డైనమిక్, అనగా కాలంతో పాటు పరివర్తణం చెందేవి. వీటిని ఎవరమూ పూర్తిగా పట్టి ఆపలేము. నిజమే, కానీ మనలాంటి కొందరమైనా తప్పొప్పులను మరో నలుగురితో చర్చించి ప్రాచుర్యం చేయడం వల్ల ఆ డైనమిసం/ డెవలప్మెంట్ ను సస్టైనబుల్ డెవలప్మెంట్ గా చూడవచ్చు. There is no Society in the world which progressed without proper Government regulation. Even the most liberal of all the Countries like USA, there are excellent Govt. controls and those controls have evolved after the media and industry abused the freedom that was available to them.More importantly, people in those societies are more knowledgeable and not like flock of sheep.

If we leave everything to market forces and think that Govt should not intervene, it would be chaotic. There are many things for which there is great demand like liquor, which if sold as per demand what would happen. If in a society people demand prostitution, whether we shall allow demand and supply forces to play that?

Advertisements are creating unnecessary and unwarranted demand to sell useless products, which is leading to much unproductive activity in the society.

Advertisements certainly reached a level where they are brainwashing the consumer and are not allowing him/her to think properly for deciding which product/service is to be puchased/availed. Advetisements are propogating bad lifestyles pushing useless products, making people to purchase trash(Teleshopping is best example).

If you do not like the price do not purchase is not a proper theory because, we do not know what is proper price. The Ads are making every product attractive, although all of them are mediocre but priced similar to each other. Beyond a certain level say 0.001% of cost of production, why there should be advertisement. Just because some people have to be provided employment, there should not be advertisements.

As long as one Farmer is producing more food and a Labourer is manufacturing more products, this kind of hallow theories (market forces would regulate) will be in circulation.

Finally, I reiterate that advertisements should be regulated as to their content, frequency, where they should appear, which products need to be advertised, which services need advertised, mode of advertisement etc. so that consumers do not get cheated and brainwashed by them.

You have radical and outdated opinions. You are mixing some valid and many invalid or obsolete ideas in to one package. Govt. should have regulations to control obscenity, hatred or deception in ads. Agreed to that. But why should they intervene in content(unless obscene etc..), frequency, ad spend, which products..etc? Can you show me one such example in any country where market economy exists. ?
Media should have self control not to show certain ads, not to go beyond certain time , not to cover half the screen etc..They control if they think, not doing so , is loosing audience interest. In other words it is the market that controls. I too was annoyed by ridiculousely frequent interruptions and continuous scrolling of ads covering half the screen all the time. But govt. can not and should not control that. Let they have a natural death. Consumer and civic forums can protest to stop those ads covering half the screen all the time citing to unreasonable obstruction to normal viewing. Such protests eventually make them aware and put some standards.
Argueing ads should be controlled in their frequency, spend, content etc...by govt. or courts is not going to work in a market economy. That is turning clock backwords.

One more observation ..


I have never scene graphic content like death, gory, blood in any mainstream channels or papers or websites in USA. They blur, warn before showing even a vague image. In AP, they show blood, gory and death as is in all popular media outlets. Govt. cn control such graphic conten. Where govt. should draw a line is difficult and debatable always. But as far as possible it should limit it self to control law&order, monopoly,unethical practices etc..

and not beyond that.Banning ads because they tempt the viewers buy more of what they don't want is at best a weak arguement. I am
surprised many here supporting such weak idea. They are annoyed by unreasonable obstruction due to these ads, I got that...but trying to fix it by argueing why there should be ads is not apt.

I could not follow what you mean by "radical and outdated opinions". One thing I can understand that you do not agree with me. When we disagree with others, we need not brand others ideas as something inferior. This I made it clear to somebody else earlier.

OK. Coming to the point. You are asking in "which country" such control is there. Is it necessary that we should follow somebody all the time. Is it not OK if we take path breaking measures which others recognise and follow. All the time, should we follow some western Country?!

When anything goes beyond the level of patience and bearing, it has to be controlled and regulated. By whom? None other than our elected Government. Just because we are fed with some anarchist ideas by vested interests, we cannot do away with Government and its regulation. Because of Government regulations only, India escaped from the ill effects of recent Sub-Prime Crisis that shook economies in US and Europe. Had we left the matter to the so called market forces of the economy, Indian economy would have collapsed with the impact of sub prime crisis(which only mauled the Western and US economies, as they have deep pockets).

Because we are fed up with the Ad agencies churning out silly advertisements, propagating alien life styles, we have to look for (in your view radical)solutions. Ad agencies and Media together are doing this brain washing successfully and as common consumer to whom should we turn to excepting Government which we elected. If you think that we do not require a Government that's a different matter. In India for that matter anywhere in the world, people are not mature enough to have societies without Governments or Governments that take care of only law and order.

As a citizen, I should have freedom to choose what I should purchase. I should not be brainwashed relentlessly irrespective time and location by groups of manufacturers armed with Ad agencies. I only congratulate BSNL which has successfully fought so far these ad agencies to replace their dialing tone with nauseating ads.

Those who are blindly supporting the market economy/ capitalist model of USA and hating the Soviet version of highly centralized, command economy/ planned economy are ignoring a fact that an economy is said to work within a framework reflecting the values of the society in which it is embedded.
It is a fact that not only the planned economy, but also the market economies in their true shape are failed. If this is not true, how come the American giant economy collapsed/ failed to sustain a small problem of sub-prime issue? How come the country which hesitate the very word of Govt.controls has survived with a huge BAIL OUT (??) packages from their Govt?
Coming to the question of India, ours was never a command economy of Soviet type. It was wrongly branded so. Ours was rightly called a ‘MIXED ECONOMY' – as it wisely picked the best from both the economies. Even now, under the changed circumstances also India is continuing to follow the same mixed economy. The only difference is the magnitude of Govt.regulations has come down. People blaming the excessive “LICENCE RAJ’ policies during the initial decades after independence are ignoring a fact that none of the then existing Indian industrialist's capital was sufficient not even to start a single steel industry – the reason why the Govt has chosen to invest, control and protect the peoples purse. None of the present day BILLIONAIRES of India were born by then (but are made from the same mixed economy @ Govt.protective policies and subsidies/ perks in the name of rapid industrialization).
The reason why the Indian economy is spear heading even in the present scenario of world recession is the Govt policies here are not only to protect the public money but also the private (individuals & corporate also) by making vivid regulations (though many controls were left to market forces) and interventions wherever necessary (only) - the reason why FIIs world over are competing to invest in India – thanks to P.V jee and Manmohan jee. (Here, I don’t want to go further in to the other side of such blind borrowing of some REFORMS which may not fit to Indian circumstances. They are taken care from time to time by wise judgments of the Indian electoral and even there are Communists to apply breaks to some of them)
So, this makes it clear that there needs a reasonable and rational intervention of the Govt in any field under Indian circumstances wherein the literacy has not even crossed 50% (in real terms???).
Even in the case of Media, aptly called the 4th estate, there can be some intervention – may not be directly by the Govt but through a proper mechanism like MEDIA OMBUDSMAN – a system to be established by eminent and unbiased senior Journalists. Of course, the Hows and Whys may be decided by the MEDIA itself. Take the examples of Banking Ombudsman, Insurance Ombudsman, TRAI etc. Perhaps, self control will be the best control before everybody else points us out. Isn't it?

I am much younger to you. You are the real witness to how Indian economy is moving from License Raj to market economy. Which one is good is a different debate. In market economy govt..controls are minimum. Bringing how we immuned form recession is totally out of context.

When you say govt. should decide which ad , how long, where and when..that is totally an outdated concept. We never witnessed that even during license Raj, I guess. It must have happened in communist USSR some 25 years back.

Most feel annoyed by these bombardment of ads. I am one of them. But govt. intervention in this issue is not correct. It should come from civic society. As the media matures along with active civic society things will settle. Thats how it happened elsewhere.

Not sure where did I say your comments are inferior?

I am telling I do not want Ad agencies to tell me what I should purchase. I do not mind Ads, as long as they are informative. But the level of ads has gone way beyond being informative and reached a level of brainwashing the people with incessant dinning the ears, eyes and the mind.

If you do not want Govt. intervention, I do not want the intervention of these Ad agencies so frequently.

You do not appear to be catching my point. I want the Ads to be regulated in freqnecy, content and place where they should appear. If ad agencies themselves are capable of doing that(which I doubt), well and good. Otherwise there should be some authority, be it Govt. be it an independent organisation like Election Commission to regulate this menace and malady. Its already too late.

Will the freedom of the press really suffer to any degree if the Govt directs/ they themselves initiates to go for an Ombudsman type system? Nobody over here support curbing the freedom of Media. but, at the same time what about the excesses of the media?Can't there be any initiatives from Govt as per the reflections of the public like directing the media houses to establish an OMBUDSMAN like system to self check what they are doing is whether appreciated by the Public.

Coming to a Comparison of Planned vs Market economy: The civilians would largely live in two separate worlds because of their differing economic circumstances. Their lifestyles from diet to leisure would be completely different largely as a result of their economic status.

The free market and the level playing field enhance the status quo by insuring that the wealthy can use their wealth to preserve their position and aid their children's careers. At the same time they condemn the poor to their place by insisting they enter the free market bereft of resources economic, educational and political.

Politics in capitalist affairs merit a brief aside. In politics, as in economics, the possession of wealth and capital translates into influence. A newspaper publisher has a larger forum than a plumber and a lobbyist who donated thousands of dollars has more influence than an injured worker appealing a WCB decision. In a democracy, one-man one-vote does not translate into a level playing field because economic factors influence one s political influence if not one s voting rights.

Capitalist societies rely on the marketplace to regulate the distribution of goods. While this encourages competition and innovation among manufactures it also encourages competition among consumers and labors and results in massive imbalances in distribution. In cities throughout North America the homeless sleep within meters of mansions and exclusive condominiums. The marketplace possesses no inherent morality. In fact, in its worship of competition it is amoral.

On the other hand, the Soviet experience clearly demonstrated that state socialism and a centralized economy can be mishandled. Perhaps it is human nature, not political organization that lies at the root of inequality in both North America and Eastern Europe.

This is the reason why India has opted for a HYBRID MODEL and in fact, this worked excellently for the Indian circumstances then and even now, the only difference is - there was more weight given to planned model then and to Market model since early nineties. Though, the rulers of today are trying to run after the Free Market model @ faster rate than appreciable , the very problems faced by those markets of the West are applying the necessary brakes

Few things I didn't understand though.

1.This is about a very specific topic..should governament control ad spend,frequency,content, when and where...my answer was to that very specic idea. In a market economy thats neither possible nor advisable.
Why you are going tangential comparing different economies.Don't you think thats off-topic.

2.Media fredon&Ombudsmen--I didn't utter a single word on either. Media feedom has very litle to do with this issue.Regarding Ombudsmen--I don not know their specific functions and duties. I used words like active civic forums and societies to monitor such ads. Conceptually we might be saying the same.

3. India's hybrid model and its greatness: Last checked India is still one of the poorest and US one of the richest. Let's not indulge in myopic patriotism.

To sell them aggressively and keep my company profitable to all stakeholders including employees, I allocated some budget and assigned it to mktg. dept to market my product. They chalk out a plan to advertise where and when and how in consultion with experts keeping my competitors, product characteristics and companys image in perspective.

Now the execution part comes in to picture..

In you view, may I know where does govt. fits in to this.


(Per your mails, a govt clerk is a partner at every step of the plan because they have to stamp my spend, frequency, marketing channels, content and what not..)

…”not sure where did I say your comments are inferior” What is the meaning of using words like outdated, radical, invalid, obsolete ideas?? Downgrading the other person’s ideas by branding them is passing on as a great acumen in discussion now-a-days. OK no problem.

Coming to the point of discussion, I am of the view that we need not oscillate between two extremities of unbridled business activity and the straight jacketed method of Govt. control. There is always a comfortable and more desirable middle path.

The recent “sub prime crisis” is an excellent example how RBI (fortunately the least politically interfered organization) averted major economic crisis which you are brushing aside as "out of context". Fortunately for us, they had the foresight of not allowing (without getting carried away by the idea of keeping the matter in the hands of the so called market forces) exotic derivative products in India, thereby saved our Banking Industry and with that the Indian economy. How such fine example of regulation of most important activity in India is out of context, when we are discussing (I hope we are discussing and not arguing) about another important aspect of civic life viz. Media- role of Advertisements and their responsibility towards Society!

There is always a middle path between two extreme opinions. What I am telling is that it is time that Advertisements and thereby the Media has to be regulated by Government with proper guidelines, without being carried away by the theory that market forces would take care of anything.

If everything is to be left to the market forces, why advertisements for cigarettes and alcoholic drinks are banned. Why people did not question the decision of Government in this regard? Despite this ban, the ad agencies, without as much as any responsibility towards the society, are finding ways of coming out with surrogate advertisements successfully exploiting the chinks in the Government control.

Market forces should decide everything. Fine! Yes it’s a good theory for everything else but not for advertisements. There is a basic difference. Because these Ad agencies are trying to create a demand that is not there. They are creating an artificial demand on their own for their own living although most of the products and services for which high level of ads churned out are not of much consequence. These ads instead of giving information to the consumers are brainwashing them into purchasing unnecessary articles and more dangerously hiking up the prices.

In whatever myself or others with similar ideas regarding advertisements, never propagated the idea that each advertisement should be approved by the Government. What I said is “regulate” not "contrl". I hope it is understood that there is vast difference between these two words. By “regulate” what I mean is that more guidelines to protect the Consumer from the onslaught of psychologically designed advertisements, which are making the Consumer a guinea pig for commercial experiments by the manufacturers.

My apprehension is that if the activity of Media and the Ad agencies is not regulated now, Governments would find it easy to put forth draconian laws to control the media and thereby gag it, at which time, in view of the high level negative public opinion(already generated due to their irresponsible behavior of single minded commercial approach) against the so called mainstream media and the ads, they would be simply successful and common man will not even as much as lift a finger against such acts of Government. This we should realize.

1. When we enter in to a debate sky is the limit and one can not dictate where to limit the discussion.
Though the discussion was on a specific topic..ad spend,frequency,content, when and where...and govt intervention, elsewhere in this discussion many have entered into a debate on which economy is best and some were trying to stamp our economy as if it is still a primitive one. Under these circumstances I thought of bringing out the facts on our MIXED ECONOMY Policy and the Brilliance behind devising it for INDIA.
2. On Media freedom & Ombudsman System -What you said 'Media freedom has very little to do with this issue' is not correct. Coz, when we think of govt intervention for regulating the frequency,content, when and where of ads (not ad expenditure.... i too oppose it), the media houses will definitely brand those initiative as a threat to Media freedom. Where as Ombudsman system works on similar lines to film censor board. Of coarse, in film censor board several political interests and people with vested interests are appointed, but in the case of proposed Media Ombudsman-govt/ courts can issue guidelines only and the modalities can be framed by the Media itself. there is no laxity for honest and impartial senior journalists in media who are respected by and acceptable to majority of Media Houses.
In fact, words like 'it should come from active civic forums and societies to monitor such ads and as the media matures along with active civic society things will settle' is an obsolete thought in a country where the Law is NOT FOLLOWED, but ENFORCED. I mean to say the so called civilised people/ groups (including the Governments) over here are not so evolved to sense and respect the hue and cry of the civic forums and the very citizen themselves.
Such Ombudsman system might if it feels proper arrive at some guidelines to curb the Media Houses excesses and unethical practices including Ad mania. I think this will not be a ridiculous idea.
3. In fact Indians comparing their Motherland's poverty/ backwardness with the richness of the US are exhibiting 'myopic patriotism' on a nation that is indiscriminately exploiting the natural resources, highest contributor to the Green House gases and Global Warming and never bothers to through their surplus wheat reserves into oceans (instead of thinking of feeding the poorest of the poor in the sub Saharan Africa) to maintain the price levels in the international market and many more. Can't these myopic US patriots of Indian origin undermining the pride of their mother land see the reality that India is suffering from Huge Population - the biggest problem for which every other Indian is responsible?
Before concluding I still appreciate our MIXED ECONOMY policy which has balanced itself temporally by giving more weight to PLANNED model @beginning (under the then circumstances) and encouraging the FREE MARKET now (due to the changed global scenario now). This balance is not maintained by any of the great(?) capitalist, market economies of the world, the magnanimity of whom was admired by many of us BLINDLY and branding the supporters of our economy as myopic patriotism. The reason why our economy survived despite global recession, where as the US has shacked to its roots on a small issue of Sub Prime.
Finally, please don't brand me as a Radical or something else... coz I am a HUMANIST.

శివ గారు మీడియాగురుంచి తమ అభిప్రాయాలను చాలా చక్కగా వ్యక్తపరిచారు. చాలా సూటిగా వుంది. కాని ఈరోజులలొ ఎదైనా తిప్పి చెప్తేగాని కుదరటం లేదు. బహుశా దాని పేరేమొ "లౌక్యం". లౌక్యం ఉండాలి కాని సమాజాన్ని మేల్కొల్పటానికి అది అవసరం లేదేమో...

అది నిరాశా వాదమనో, వెనక్కి పోయే వాదమనొ ఒకళ్ళిద్దరు అన్నారు. దానికి ఆర్.ఎస్.రెడ్డి గారు చాలా చక్కగా వివరణ ఇచ్చారు. ఎంత ఆధునిక కాలమైనా వర్షం పైనుంచే పడుతుంది..భూమ్మీదే తిండి పండుతుంది... దాని గురుంచే ఈ ఎకానమిక్ యాక్టివిటీస్ అన్నీ కూడా!! అది ఒక్కటే సరిపోతుందా?

సమాజం బాగు కోరి విమర్శ చేసేటప్పుడు అది బ్రతుకుతెరువుకు సంబంధించినదా మరొకటా అని సందేహించకూడదు. ఉదాహరణకి కొందరు సినీ ప్రముఖులను మీడియా వారు ఇంటర్వు చెసినప్పుడు "చూస్తున్నారు...తీస్తున్నాము.." అంటూనే "మా సినిమాలు మే మే ఫేమిలీతొ కలిసి చూడలేక పొతున్నాము" అని వాపోయారు. అది వారి బ్రతుకు తెరువు పాపం.

స్వతంత్రానికి ముందు మన నాయకులు తమ భావాలకి అడ్డొస్తున్నాయని తమ ఉద్యోగాలనె త్యజించి పోరాడబట్టే ఇవాళ మనం స్వతంత్రంగా అభిప్రాయాలను వ్యక్తపరచగలుగుతున్నాము.

ఏది ఏమైనా ఎంత ప్రజాసామ్యం ఉన్నప్పటికి ఎవ్వరూ సర్వస్వతంత్రులు కారు, సమాజ శ్రేయస్సు కోరేటప్పుడు అందరం నియంత్రులై ఉండాలి; దానికి మీడియా కూడా అతీతం కాదు.

Your sarcasm against Government is preventing you from understanding the point we are making. Please see my blog in which I have outlined the guidelines within which the so called Ad agencies and the media should work. It is the welfare of consumers at large (who are crores in number) that should be taken into consideration and not one Manufacturer who does not know how to sell his product.

I read your blog. It was very passionate to say the leaset. Of the 10 regulations you proposed..
A) Laws for 2 and 3 are there and can be expanded.
B)9 and 10 must have been there too and my guess is business is outsmarting the govt.
C)No.8 is nice to have to certain extent.25% is substantial though.
D)1,4,5,6,7---neither possible nor advisable.This leads to buraeucracy,red tapism , more corruption, monopoly.etc..Mighty will win as usual. The biggest looser will be the consumer, contrary to your primary goal. Thanks.
